Typical workflow for creating new requirements:

Create a requirements page in the form of module name: requirements.
Add your desired requirements on the newly created page and try to bundle the functionality together.
Talk with your colleagues and set priorities.
Take the main human readable requirements according to the priorities and add these to the Roadmap pages in the form of module name: roadmap.
Finally create a detailed enhancement in the corresponding issue tracker on GitHub and set the correct milestone (corresponding to the version chosen on the module name: roadmap page.
